i think i have done everything, i just cant find bell the second time and also all the slave traders are scared of me and i cant get captured.
Bell should either be in Forest Park, city jail, or Transylvania. Be sure to check the square she was on before looking in those places. There'll be other ways to get captured in the latest release!
